Comment likes are not post likes: they land on a single reply under a publication and lift it inside the discussion. Instagram sorts comments by their like count, and the top ones are seen by everybody who opens the post. They serve two jobs: pushing your own comment with an answer or a link to the top, and highlighting a customer review under a commercial post. We need a direct link to the comment, and prices start at $3.12 per 1000.

Nobody reads a whole comment thread. The first few replies are visible, and everything below needs a tap on "view more" - which almost nobody does. The order there is not chronological: comments with likes move up, so the sequence can be changed without touching the post itself.
That gives two practical uses. One is your own comment: a clarification to the post, an answer to a frequent question, a link to a catalogue or a recording. The other is somebody else's: a buyer's review or a good question you want everyone arriving later to see.
The mobile app cannot produce such a link, so use the web version. Open the publication in a browser, find the comment you need and right-click the timestamp next to it - the "2 h" or "3 d" label. Choose "Copy link address" and paste the result into the order form.
A link to the post itself will not do: the likes would land in the wrong place. Checking is easy - the copied address has to point at the comment, not merely at the publication.
The sorting is relative, so there is no absolute number: you need to overtake the replies currently sitting above. Under a post with a quiet thread a very small portion is enough, while under an active discussion it is worth looking at the current leader first and ordering with some margin.
The minimum order is small, so the working approach is to add a portion, open the post and see where the comment landed. If it was not enough, top it up with a second order for the same link.
The publication has to be reachable without following: under a private account the comment is invisible both to ordinary viewers and to delivery. If the post author deletes the comment or hides it with a filter, the likes vanish with it and cannot be moved to another reply.
No access to the comment author's account is needed. Likes can go to your own reply or to somebody else's - all that matters is a working link.
